Playing in both the state association and US Club Soccer.

Teams, players, and coaches have the absolute right to participate in the programs of any USSF member organization, as long as they comply with the registration rules of that organization, and they cannot be discriminated against for that participation.

USSF Bylaw 602(2) states is part: “An Organization Member (other than a Professional League) shall not discriminate against the participation of players, teams, coaches or clubs on the basis of that player, coach, team, or club’s membership in, or affiliation with, another organization”.

Coaching in both organizations.

Likewise, coaches may coach in both organizations.  However, as a state association may have a tryout or roster rule, for example, that US Club Soccer does not have, care must be taken to make it clear to players and parents which organization a team or tryout is being conducted under.

Playing in a state association or US Club Soccer sanctioned league.

While a team has the right to participate in a league sanctioned by another USSF member organization (i.e. US Club Soccer or the state association), it must register its players with that organization.  Likewise, the leagues have an obligation to register with the sanctioning organization all of the players playing in that league or division thereof.
